Rental housing construction project (Lots 3 737 024, 3 967 592 and 3 737 013, chemin du Village)

The issue of housing affordability has become increasingly pressing since the COVID-19 pandemic. The highly dynamic real estate market has caused property costs to skyrocket in Morin-Heights, mirroring a national trend. In 2022, the Town council adopted a new urban plan that includes, among other things, a policy titled Living in a « Quality Living Environment » which includes a goal to support the availability of social, affordable and family-friendly housing.

On July 25th, 2025, the real estate developer Deva6 submitted documents to the Municipality seeking approval for a SCAOPI (specific project for the construction, modification or occupancy of a building) as part of an application governed by By-law (648-2022) regarding SCAOPI. Deva6’s project involves the construction of rental housing.

Documentation

The Urban Planning and Environment Department reviewed the initial project proposal. In the months that followed, the developer made several adjustments at the Municipality’s request. The final application was officially submitted on January 20th, 2026. The application is now proceeding according to the procedure set forth in the by-law.

This project is being undertaken against the backdrop of an affordable housing shortage. To learn more about the housing situation in the Municipality and in the MRC in general, please consult the attached documents.

    I support affordable housing but location matters. The location for this site is a terrible choice. It is next to the school. It will eliminate any true natural barrier for years until the vegetation grows back. And the noise, dust, vibrations, debris, and distractions will disrupt classes for 2 years. Ça ne vaut pas la peine to justify all the derogations - which have made it worse by expanding the size and surface area of the build. This is not an “ideal” spot.

    I am strongly opposed to the proposed development. I support affordable housing in Morin-Heights. I am not opposed to a project of this nature being built in Morin-Heights. But the location/size/failure to follow municipal rules regarding sustainable development mean I cannot support this project. It also makes me very sad to imagine our children and teachers and staff trying to learn and teach at the school, just steps away from two years of construction on a massive condo project.

    Don't let Morin-Heights become the next Prevost or St-Jerome. We elected our municipal officials on the promise that they would help preserve the natural backdrop for which MH is known. This project will destroy MHES's unique learning space, and the way it has been presented to your citizens and voters has been suspect. There are different rules for developers compared to the average Joe. Affordable housing is important, but not at the expense of biodiversity, the environment, and MHES.

    I am all for Affordable housing projects in Morin Heights and the town need its but on this project only 3 maybe 4 will be affordable for morinheighters all the rest will be speculative rental that no ones could basically afford.

    Also wrong size wrong land wrong location for a project like this makes no sense.

    Also next to a school, adjacent almost on wet land, wrong road where when tourists season start its already bumper to bumper at the 4 lights.
    They are sooooo many other land more viable

    This area already faces significant traffic congestion during school hours. Adding a multi-unit development will increase traffic and pose further safety risks for children and families.
    The location directly behind the school is concerning. Introducing higher-density housing in such close proximity to young children risks disruption and is not an appropriate or thoughtful placement.
    While I recognize the need for housing, this is not a suitable location. I urge the municipality to reconsider.

    Je suis en faveur des développements qui donnent un accès abordable à du logement dans un magnifique endroit comme Morin Heights mais cette location ne fait aucun sens. Le bruit, la poussière l’excavation et le trafique incluant beaucoup de machinerie lourde causeront des distractions et impacte négatifs sur les activités de l’école pendant plusieurs années et le produit finale causera encore plus de traffic dans un coins déjà congestionnés en plus d’être beaucoup trop prêt de l’école.

    Wrong place, wrong time. This is a beautiful mixed forest including remnant white pine, tamarack and spruce. In a time of shrinking habitat for nesting bird species, and other wildlife at risk, this project should not go ahead. The developer might decide to become an excellent corporate citizen and let the forest stand. I will be happy to commission a plaque in his name to stand proudly on the side of the road in his honour.
